In this sense, it is essential that Colombia insist on defining concrete programs on efficient energy management. Currently, there are different rules and laws such as Law 697 of 2001, agreements of the Intersectoral Commission for the Rational and Efficient Use of Energy and Non-Conventional Sources of Energy and the Program for the Rational and Efficient Use of Energy and other Forms of Unconventional energy promoted by the Ministry of Mines and Energy and the Energy Mining Planning Unit (UPME) (2010). The enormous potential for energy efficiency improvements at all stages of energy production and use is widely recognized, but achieving this potential remains an almost global challenge (World Energy Council, 2004). For this, energy efficiency action plans are implemented, which are linked to the different sectors, among them and perhaps the one that has the greatest influence is the tertiary sector, which includes the health, commercial, education and communications subsectors. and public.

Energy efficiency is currently a fundamental axis for society, in which industrialized countries and a large number of people have plans to reduce consumption, maintaining the same services and benefits, without affecting the quality of life. (Spanish Technological Platform for Energy Efficiency, 2009). In addition, these plans reduce CO emissions and give a rational use to resources, ensuring a better energy supply and fostering sustainable use behavior (DeSimone and Poppff, 2000).
